Support PriceModifierType.PERMISSION in getPriceModifier in the API#115

We use ShopGUIPlus on our server and have sell wands. We use the API to try pull a player’s permission based sell multiplier, but this is currently unsupported as we can’t specify the modifiertype in getPriceModifier.
